Since the opening up of China in the late 1970s, like other first-mover overseas investors, many Singaporean entrepreneurs have set up their operations in China, especially in the Pearl River Delta in Guangdong. By virtue of their daily immersion and connectivity in China businesses, their expertise and experience are of tremendous value to the "current comers" and could be tapped towards creating a knowledge infrastructure for ramping up doing business in the Greater China region.

Following China's accession to the WTO, the need to create a virtual and operating network to assist SCC members and Singaporean enterprises venturing into the PRC becomes even more apparent and urgent. This idea received further impetus when Consul-General Toh Hock Ghim, who assumed office in Hong Kong in early 2002, suggested to bring the Singapore entities of 7-year SCC (HK), 27-year SA (HK) and SON (HK) founded in 2002 together as parts of a common platform for Singaporeans to forge greater intermediation resources in Hong Kong and the greater Pearl River Delta (PRD) Region. After extensive consultation and discussion, the SCC China Network (SCN) was launched in July 2002 under the auspices of the Singapore Chamber of Commerce (HK).

The SIF Award: Recognition of SCC's Efforts in Promoting Singapore's Image in the Greater China Region

The SCN was conceived for SCC (HK) to provide a vibrant southern China platform and assist SCC members and Singaporean enterprises venturing into the China market. The intention is to provide on-going value-added services and added benefits to members and the Singapore business community at large.

Establish a deepening knowledge infrastructure by compiling a database of relevant Singapore related business interests, contacts, and other business initiatives and activities of potential service and benefit to SCC (HK) members and their potential business partners.

Though suggested as a network centre, the SCN's roles may be broadened to:

• Act as a conduit to promote SCC members' and Singaporean businesses in the Pearl River Delta region and as a forum for regional business dialogue, exchange and co-operation.
• Help SCC members and Singaporean companies gauge the changing business landscape; and provide assistance to facilitate the formulation of business plans and strategies in the region.
• Establish channels of communication with the provincial/municipal governments and develop business networks with PRC/Singapore businesses operating in the region.
• Disseminate PRD information to businesses in Singapore and SCC members operating in the Greater China region.
